INTERNATIONAL COUNCIL FOR OPEN AND DISTANCE EDUCATION (ICDE)
The International Council for Open and Distance Education (ICDE) is a leading global network and membership organization advancing accessible, inclusive, and quality education for all. Through its international community, it connects global expertise to local challenges, impacting millions of learners and supporting Sustainable Development Goal 4.
ICDE fosters collaboration and knowledge sharing, produces research on inclusive and sustainable education, creates spaces for intercultural exchange through events, and advocates for the advancement of flexible and scalable education worldwide.
ICDE WORLD CONFERENCE
The ICDE World Conference is widely regarded as a leading global event for Open, Flexible, and Distance Learning (OFDL). Since 1938, it has been hosted by ICDE member institutions worldwide, attracting around 1,000 participants from different regions.
It provides a platform for showcasing innovative developments and contributing to educational policy discussions at international, regional, and national levels. Participants include researchers, educators, students, institutional leaders, policymakers, and representatives from the public and private sectors.

UNIVERSITY OF THE PHILIPPINES OPEN UNIVERSITY
Established on 23 February 1995, the University of the Philippines Open University (UPOU) pioneered in online teaching and learning and continues to play a leading role in the study and practice of open learning and distance education in the Philippines.
UPOU is envisioned as a leader in teaching and learning in the digital age, helping to equip Filipinos with the knowledge and skills they need for life and work in the 21st century.
PROFESSOR JOANE V. SERRANO
Dr. Joane V. Serrano is the Chancellor of the University of the Philippines Open University (UPOU) and Professor of Environmental and Sustainability Communication. Her work advances sustainability, environmental and development communication, indigenous knowledge systems, experiential learning, and open and distance e-learning (ODeL) as pathways toward more inclusive and equitable education.
A recognized leader in sustainability-oriented education, Dr. Serrano has been at the forefront of rethinking how higher education institutions respond to complex global challenges. She has championed open and distance learning in expanding access to quality education, particularly for underserved, remote, and non-traditional learners. Her work highlights the importance of contextualized, community-engaged, and lifelong learning approaches in building resilient and sustainable societies.
Dr. Serrano contributes to international efforts to advance equitable and quality education under the United Nations Sustainable Development Goal 4. As Chancellor of UPOU, a member of the International Council for Open and Distance Education (ICDE) Board, she represents the University in global discussions on open, distance, and sustainable education, supporting collaboration and knowledge exchange.
Deeply committed to public service, she has led initiatives integrating education, heritage conservation, and environmental stewardship in partnership with local communities and institutions. Her leadership reflects a strong belief in education as a driver of social transformation and ecological responsibility.
As Chancellor, she envisions UPOU as a future-oriented and transformative university that advances inclusive, resilient, and innovative education for a sustainable future.
ABOUT THE LOGO
Since ancient times, the ancestors of today’s Filipinos traveled across vast seas in traditional boats called “balangay” in Tagalog or “Baloto” in Bisaya. The boat has long symbolized collective journeys and community, with people coming together and moving toward a shared destination.
At the 31st ICDE World Conference in 2027, it represents the global community of educators navigating a sea of networked knowledge, guided by the pursuit of sustainable transformation in education. Beside the boat sits a globe of interconnected partners, reflecting “glocal” collaboration to advance education for all.
SUSTAINABILITY OUTLOOK
In line with our theme, Reimagining Education for a Sustainable Future, the 31st ICDE World Conference is adopting more sustainable practices. We aim to reduce our environmental footprint through digital-first practices and support the local economy by partnering with local enterprises in Cebu City.
We are currently finalizing the specific sustainability initiatives for the 2027 conference.
